It has long been a pet peeve of mine that we tend to define how much we want to spend on organisation (usually disparagingly called &#039;overhead&#039; or &#039;HQ&#039;) in terms of percentages of total expenditure, instead of looking at what level of infrastructure and support we need and want for our projects, and then put a price tag on it. As you say, perhaps the crisis might just be the impetus to start doing so.</description>
